Controversy Surrounding Las Vegas Trip Involving Premier Doug Ford’s Aide and MPP
A Conflict of Interest: Developer Shakir Rehmatullah
A recent report from The Trillium, a Village Media website focused on provincial politics, has revealed a potential conflict of interest involving a top aide to Ontario Premier Doug Ford and a Progressive Conservative Member of Provincial Parliament (MPP) who is now a cabinet minister. Amin Massoudi, Ford’s former principal secretary, and Kaleed Rasheed, an MPP and current cabinet minister, allegedly went on a trip to Las Vegas in 2020 with developer Shakir Rehmatullah. Rehmatullah’s companies have benefited from multiple decisions made by the Ford government, including a Greenbelt land swap.
The Trillium obtained information from multiple independent sources, including sources within and outside the government, who claim that Rehmatullah, Massoudi, and Rasheed were in Las Vegas at the time of the alleged trip. While Massoudi and Rasheed did not explicitly deny going on the trip, they denied that Rehmatullah paid for it. Ford’s spokesperson stated that the premier was not aware of the trip and emphasized the expectation that all MPPs and staff follow legislative rules and obligations.
Developer’s Benefits from the Ford Government
The controversy surrounding the Las Vegas trip is further compounded by the fact that Rehmatullah’s companies, including Flato Developments, have received at least five minister’s zoning orders (MZOs) since 2020 to fast-track development. Some of these MZOs are related to projects near land owned by Rehmatullah that was previously protected by the Greenbelt. The Ford government’s decision to remove portions of the Greenbelt for development contradicted Ford’s previous promise not to “touch the Greenbelt.”
Flato Developments purchased a 102-acre plot in Markham for $15 million in 2017, which was freed up for development through the government’s Greenbelt land swap. The Ford government claims the decision to remove land from the Greenbelt was a necessary step to achieve its goal of building 1.5 million new homes in Ontario by 2031. However, critics argue that this decision raises concerns about potential favoritism and conflicts of interest.
Ethics Screen and Denials
In response to the allegations, Rasheed’s spokesperson stated that the minister has an “ethics screen” in place for any government decisions related to Rehmatullah and his companies. Massoudi, on the other hand, claimed that he had no direct involvement in decisions benefiting Rehmatullah during his time in the government.
The Trillium report also highlights the personal relationship between Rehmatullah, Massoudi, and Rasheed, with multiple sources confirming their friendship. Rasheed himself referred to Rehmatullah as his “dear friend” during an introduction in the legislative chamber in 2018. While neither Massoudi nor Rasheed’s spokesperson denied their friendship, it remains to be seen if any conflicts of interest have arisen as a result.
