Armed Suspect Incident at Brock University Raises Concerns about Campus Security
St. Catharines, Ontario – October 28, 2023
The peaceful campus of Brock University in St. Catharines was disrupted on the evening of October 28th, when an armed suspect confronted three individuals over a previous dispute. The incident, which occurred at a student residence, resulted in an emergency alert being issued, advising all students and staff to shelter in place.
Upon their arrival at the scene, officers from the Niagara Regional Police Service (NRPS) learned that the suspect, who was not a student at Brock University, had entered the campus with the intention of confronting the three individuals. The suspect allegedly made death threats while brandishing what was perceived to be a black handgun.
Thankfully, the three individuals managed to escape unharmed, seeking refuge in a dormitory and locking themselves inside. Campus Safety Services, in collaboration with the NRPS, promptly alerted all members of the Brock University community through an internal electronic notification system to stay inside until further notice.
After further investigation, it was determined that the suspect had left the campus and might be located in a residence in north St. Catharines. In response, the NRPS dispatched members of the Emergency Task Unit (ETU), along with the Canine Unit and uniform patrol officers, to contain the address. Consequently, the suspect surrendered himself and was taken into custody at 7:03 p.m.
Following the arrest, detectives obtained a search warrant to enter the suspect’s residence, where they ultimately discovered that the weapon used was a replica airsoft pellet gun. The 18-year-old suspect, Dante Palumbo of St. Catharines, has been charged with several Criminal Code offences, including Possession of a Weapon, Criminal Harassment, and Uttering Threats. Palumbo is currently in police custody awaiting a bail hearing via video link to the John Sopinka Courthouse in Hamilton.

Campus security measures must include robust systems for reporting and addressing potential threats, as well as protocols for responding to emergencies effectively. In this instance, the prompt response from both Brock University Campus Safety Services and the NRPS played a critical role in ensuring the safety of the campus community.
